About the Community Electricity Aggregation Plan and Process:

Ocean State Community Electricity is a program endorsed by the Town of North Kingstown and administered by consultant, Good Energy, to provide residents and businesses with new options for electricity supply. This program will only impact the "supply" cost on your bill from RI Energy. All other service will continue to be provided by Rhode Island Energy. This is an opt-out program in order to harness the collective buying power of multiple residents and municipalities. This allows the supplier to negotiate costs that may be lower than RI Energy's "Last Resort Service".

North Kingstown is joining the buying group made up of seven other municipalities in Rhode Island. The choice to participate will be voluntary: any resident or business may choose to opt-out (not participate) before the program starts and you can leave the program at any time, without penalty. If you opt-out, you can stay with RI Energy electricity supply or choose your own supplier from the marketplace. If you opt-out, you are able to opt back in at any time. While not guaranteed the goal of this program is to aim for lower supply rates, as well as offering those eligible consumers more supply options so that each consumer can make the choice best for them. Along with choosing to opt-out or opt-in, consumers have three options for how much of their electricity they would like coming from renewable sources should they stay in the program.

This program is something that has been discussed at multiple Town Council meetings for the last two years. The Council chose to move forward with the program to offer consumers in town more options and control in their energy consumption. 

At the August 5, 2024 Town Council meeting, the Council approved the draft plan being sent to the Rhode Island Public Utility Commission (PUC) for consideration. The PUC is the regulatory authority and has oversite of the plan. In October of 2024, the PUC approved North Kingstown's plan. 

On February 10, 2025, the Town Council authorized the Town Manager to execute an electricity supply agreement to provide electricity supply for North Kingstown’s community aggregation program so long as the supply rate for the default supply option offered by the program is lower than the projected Last Resort Services rates, as provided by Rhode Island Energy to the Public Utilities Commission. This was executed in March of 2025 with energy supplier NextEra.

With an electricity supply agreement being entered and an estimated launch in January of 2026, outreach and education has begun. This includes mailings that will explain the program, provide contact information, and explain how to opt-out of the program. Eligible residents and businesses should expect these mailings in mid-November. 

Good Energy hosted four community outreach meetings which were extremely well attended. Each meeting consisted of a brief presentation from Good Energy, followed by a question and answer segment. The community meetings were recorded and are able to be viewed at the links below:
