Hazard Mitigation Plan
The North Kingstown Natural Hazard Mitigation Plan (HMP) recommends objectives and actions for the Town of North Kingstown to minimize the social and economic loss and disruption associated with natural hazard events. This plan addresses the capability of North Kingstown to reduce the vulnerability of our community to these natural hazards and provides comprehensive guidance for hazard mitigation in the Town of North Kingstown.

Hazard mitigation is an ongoing process that requires continued implementation, evaluation, and revision. This plan identifies goals, objectives and recommended actions for both short-term and long-term hazard mitigation with an intention to preserve and enhance the safety, quality of life, and natural resources of North Kingstown.
The plan is required to be updated every 5 years, a process which was completed using grant funds to engage a consultant. The plan was reviewed and approved by the RI Emergency Management Agency (RIEMA) and the Federal Emergency Management Agency (FEMA). The North Kingstown Town Council adopted the plan on August 18th, 2025. The plan is effective through August 19, 2030.
Having mitigation actions in place plays a vital role in helping safeguard personal and public safety. Actions can range from retrofitting structures to increasing coastal setbacks to simply raising public awareness. The most immediate benefit of natural hazard mitigation planning is the reduction and elimination of the negative impacts of natural disasters in terms of lost life and property. With adequate preparation, the town can significantly reduce the economic and social disruptions cause by natural disasters and reduce the costs of recovery for the town, local businesses and residents.

Hazard mitigation planning is a proactive strategy to identify actions that can reduce risks to life, property, and community assets from natural hazards such as hurricanes, flooding, and winter storms.
- Required by the Federal Disaster Mitigation Act of 2000 for FEMA grant eligibility
- Must be updated every five years

- Leadership: Local Hazard Mitigation Committee (LHMC) – Planning Department, Town Manager, Building Official, Fire and Police departments including the chiefs, DPW, Quonset, Senior Services, School Department, Harbormaster, Planning Commission and a local nursing and rehabilitation center.
- Process: 18 months of surveys, outreach, draft reviews, and revisions with RIEMA and FEMA comments.
