What is the procedure with permits?

Work shall not commence without the issuance of a permit.  For a permit to be issued the following steps must be completed; applying for a permit, receiving approval for the application, and making payment for the permit.  A late filing fee will be assessed for work that begins prior to the issuance of permits.
